TEES VALLEY

An invitation to tender to deliver activities in line with project
specifications has been published by Tees Valley Learning and Skills Council.
The deadline for submission of applications is 12.00 noon, Tuesday 21st March,
2006. Projects are eligible to start from 1st January 2006 and are to be
completed no later than 31st July 2008 (unless specification indicates otherwise).

IAG delivery for 18 year olds.
For organisations Matrix Standard accredited - identify and target 18 year
olds in the NEET group. Focus on rapid response IAG to those drooping out of
ET, to 'connect with' current learning providers. Innovative interventions to
include skill/training needs analysis.
One application only, with remit for whole of Tees Valley, likely to be successful.
Outputs: 1000 beneficiaries 90% positive* outcomes. 50% paid employment; 15%
further education or training

New Apprenticeship Frameworks (AF)
To increase range of Apprenticeship Frameworks in Tees Valley with provision
not currently delivered. To initiate piloting frameworks by engaging employers
in new areas, recruiting and beginning training, ensuring NVQ units delivered
before progress to work based learning. Anticipated that after initial
piloting the full framework will be delivered through mainstream LSC funding.
Application to indicate delivery across all of Tees Valley.
Outputs: 100 beneficiaries. 67% completing all of ILP, 21% non-apprenticeship
employment, 50% apprenticeship employment, 70% attaining NVQ, 50% framework
mandatory qualification.

'Second chance' apprenticeships and advanced apprenticeships.
Targeting 19-24 yr olds having left a framework, having participated in
education and vocational programmes giving access to a full apprenticeship.
Application to indicate, across a partnership or consortia, full apprenticeship
pertinent and employability skills training.
Outputs: 1500 beneficiaries. 500 working towards AF - 250 fully completing;
75% attaining - NVQ level 2, or tech. certificate, or key skills.1000 working
towards advanced AF - 500 fully completing; 750 NVQ level 3 or tech.
certificate, or key skills; 1125 positive outcome; 1125 into paid employment.

Individuals not engaged in e2e in Redcar and Cleveland
Young people 16 or 17 year olds (6mths +) unemployed, not in e2e or similar,
with needs preventing engagement in learning. Innovative partnership to provide
accessible service with proven assessment method, targeting these needs, and
basic and key skills deficits. Skills for Life (SL) qualifications counting
towards National Skills for Life targets. To work proactively with Connexions
Service.
One partnership to be funded.
Outputs: 105 beneficiaries. 93 working towards SL qualifications - 32% (34)
achieving; 67% completing ILP; 67% positive outcomes; 24% in paid employment;
42% in further education or training.

Alternative Curriculum (AC)
AC provision for 14-16 year olds at risk of dropping out of school; to access
vocational learning opportunities (beyond Key stage 4) to level 1 in designated
real work areas - i.e. contact centres, construction, digital/media, engineering,
early years, health/social care, hospitality, logistics, retail. Clear
progression to post 16 education or training. Clear strategy/plan to include
counselling/mentoring and underpin progression. Evidenced partnership to include
schools, Connexions, LA's, etc., and to cover all of Tees Valley.
Outputs: 300 beneficiaries working towards level 1. 79% complete ILP; 85%
positive outcomes; 70% further education/training; 14% part qualification;
40% level 1 NVQ. (n.b. progression outputs beyond July 2008 should not be
included in application).

Removing barriers to employment (LM) for 25- 60 year olds.
To include from: mentoring, counselling; integrated support for people with
specialised needs; delivery of 'soft' employability skills; intensive LM access
training; job specific training for target groups. Should be innovative, address
barriers, IAG (including benefits advice), and evidence employer and community
partnership.
One application to cover all of Tees Valley
Outputs: 150 beneficiaries. 67% into paid employment.

To organise and initiate a Skill City Event in the Tees Valley
A specialist event management organisation to organise and manage above for
potential beneficiaries across Tees Valley. To follow Manchester Skill City
exemplar. To target (free of charge): 16-19 year olds from NEET group; 19+
also in NEET and do not have NVQ level 2.
Outputs: to follow up and 'signpost' participants. Produce Evaluation Report.

Occupational Specific Qualifications for Unemployed (aged 25 - 60)
To target and deliver relevant training/support for those already at NVQ
level 2, needing an occupational specific qualification (OSQ ref. Learning
Aim Database, or Vendor qualifications, at levels 2 or 3,) with additional
support. All of Tees Valley.
Outputs: 400 beneficiaries, all working towards OSQ. 70% completing ILP; 70%
achieving qualification; 85% positive outcomes; 75% in paid work on completion;
10% into further ed/training.

Lifelong Learning Support through progressing employed to NVQ level 3
Vocationally specific training for 19-25 year old currently level 2 or
apprentice qualified and employed in SMEs. All of Tees Valley
Outputs: 100 beneficiaries working towards level 3. 85% completing ILP; 100%
positive outcome; 95% in employment on leaving - 5% into further ed/training;
58% achieving qualification, 27% part.

Encouraging Business Competitiveness
To deliver most relevant, sector specific, and up to date OSQ at level 3 to
SMEs across the following: contact centres, construction, digital/media,
engineering, early years, health/social care, hospitality, logistics, retail.
One application covering all Tees Valley.
Outputs: 130 beneficiaries working towards level 3 or equivalent. 30 companies
supported. 60% achieving qualification; 95% positive outcomes.

To increase male participation in Health and Care Sector
To deliver OSQ at levels 2 or 3 in Health or Social care to unemployed men
aged 21 -60 years. To include mentoring, work placements, intensive individual
support. One application covering all Tees Valley.
Outputs: 80 unemployed males working towards OSQ in Health and Social care.
70% completing ILP; 85% positive outcomes; 36% progressing to paid employment;
49% into further ed/training; 28% achieving OSQ, 18% part achieving.

Increasing female participation in the Labour Market
To provide training for unemployed women, aged 25 - 60 years, at NVQ level 2
or 3 (or equivalent) and provide intensive support which obviate barriers to
women entering the Labour Market or further ed/training. (eligible
qualifications ref. Learning Aim Database, at levels 2 or 3 entitlement
category). All of Tees Valley.
Outputs: 150 unemployed females working towards NVQ level 2 or 3 or equivalent.
70% completing ILP; 88% positive outcomes; 36% progressing to paid employment;
49% into further ed/training; 70% achieving NVQ, 18% part achieving.
