An invitation to tender to deliver activity in line with project specifications
has been published by Northumberland Learning and Skills Council. The deadline
for submission of applications is:
4.00 pm Friday 17th March 2006.
Measure 1.2 (two specifications)
1.2.1
Innovative pre-e2e (foundation) programmes for development of personal,
social, and employability skills of young people, making them more viable in
the labour market. Should incorporate basic and key skills. County-wide project;
should link to Youth Service.
Key Outputs: 220 beneficiaries (16-18 years), 90 female, 175 to achieve accredited
qualifications (165 a positive outcome). 50 into jobs, 55 into FE, 35
into E2E, 80 basic skill entry level 3.

1.2.2
Innovative project to give relevant inputs for the unemployed to
become self-employed.
Key outputs: 30 beneficiaries, 10 female, 10 into self-employment

Measure 2.2 (four specifications)
2.2.1.
Project to target offenders from Castington and Acklington Prisons
achieve food and drink industry recognised qualification ('Fastport')
Key outputs: 40 beneficiaries, 40 qualifications

2.2.2
To support LLDD young people progress from specialist learning
provision into employment. Consortium anticipated.
Key outputs: 150 beneficiaries (100, 16-18; 50 19+); 60 female; 125 to achieve
one accredited qualification

2.2.3
Practical education and progression pathways for excluded 14-16
year olds. Should target employability skills and involved industry mentors.
Partnership links with Aspire and Northumberland County Council indicated.
Key outputs: 90 beneficiaries (25 female); 60 entry level qualifications; 70 into FE/training

As 2.2.3, but targeting young people at risk of exclusion

3.1.1
To target offenders from Acklington Prison to develop skills preferably
in Energy/Utility sector. 2 x 12 week programmes. Should be linked to 2.2.1
Key outputs: 34 beneficiaries; cable jointing and network operative NVQs

3.1.2
To deliver a series of small workshops on motivation into learning,
the provider to target young people in further education and training.
Key outputs: 500 beneficiaries (16 - 19); 300 positive outcomes

3.1.3
A project to increase 19 year olds achieving level 2
qualifications, including: level 2 'champions' across districts, level 2
tracking, level 2 accredited in advanced apprenticeships, wage subsidy to
encourage unqualified employed, support for GCSE re-sits.
Key outputs: 400 beneficiaries (16 -19), 50 level 1, 200 level 2, 100 into
work, 100 into training

3.1.4
To support workers threatened with redundancy. Skill development, training, IAG,

3.1.5
To promote wider up take of life long learning especially of those least
engaged with latter; enhanced Skills for Life, IAG. Includes job search support.
Should mainly target rural Northumberland to improve rural access and include
capacity development of provision. MUST be a consortium bid.
Key outputs: 600 with Skills for Life needs (200 female), 400 assessed and
supported to entry level 3, 300 into FE/training, 50 into work

3.1.6
To link with Berwick 14+ p/ship, focussing on Skills for Life/Work Skills
for economically inactive and most disadvantaged. MUST be a consortium.
Key outputs: 300 unemployed, 210 completing courses, 195 achieving qualifications
(entry level to level 3 and National Certs/literacy/numeracy), 80 into
further training.

3.1.7
Training and support for long term workless (including IB and SD);
new and innovative delivery around community access. e learning, job search, IAG.
Key outputs: 60 beneficiaries (20 female) working towards qualification, 30
achieving at least level 1, 30 alternative accredited qualification, 32 into
work, 10 into FE/training.

Project meeting skill needs of individuals employed in Community Sector
targeting skills identified by Working Together Learning P/ship and in NE Vol.
Sec. Action Plan
Key outputs: 105 beneficiaries (55 female), 84 achieving a qualification

To support individuals developing own vocational skills in emerging
skill shortage areas. To link NVQs to new IT qualifications.
Key outputs: 80 beneficiaries (30 female) NVQs 1 - 4 (all levels to be included), 20 into F/E

To support young employed to gain level 1 vocational qualification

5.1.1
To support women into transport and logistics, including IAG and basic Skills.
Key outputs: 21 beneficiaries 10 CILT level 2, 10 NPTC level 2 forklift.

5.1.2
To facilitate unemployed males into private care sector. Pre employment
training to lead to guaranteed interview. Partners: North/land Care Alliance, JCP.
Key outputs: 50 beneficiaries, 40 completing training, 40 into work.

5.1.3
To access women in to learning, overcoming barriers; to include
personal development, key skills, IAG, on-going support.
Key outputs:100 beneficiaries: 30 level 1, 30 level 2, 30 entry level 3 in basic skills

To encourage young people into non-traditional occupations (school focus)
Key outputs: research capacity building project
