CURRENT OBJ3 CO-FINANCING OPPORTUNITY IN TYNE & WEAR
An invitation to tender to deliver activities in line with four project
specifications has been published by Tyne & Wear Learning and Skills Council.
The deadline for submission of applications is 12.00 noon Monday 6th March, 2006.
Projects are eligible to start from 14th April 2006 and are to be completed no
later than 31st March 2008.
Specification 1
Addresses priority areas for learners with learning difficulties and/or
disabilities (LLDD): two strands.
Strand 1 - £667,014
Strand 2 - £100,000
Strand 1:
Actions to address shortfalls in post 16 provision in line with the Tyne &
Wear LSC 'Themed Review of LLDD Provision'. Five contracts will be awarded
based on the five local authority areas of Tyne & Wear. A lead contractor is
anticipated to steer a partnership/consortia approach and delivery. Emphasis
is placed on actual provision through new interventions and programmes. For
detailed example activities, see published specification.
Strand 2:
Actions to improve the vocational experience of LLDD group. A single
sub-regional approach which cannot be delivered by any single organisation is
required. Elements of provision include: an employers' forum, a network of
work placements/experience; a parents/learners conference; level one
vocational courses and curriculum development. Activities must be new,
demonstrate added value, and not substitute existing provision.
Outcomes (across both strands): increase in total of LLDD learners
commencing post-16 learning; increase in total of LLDD learners finding work
experience or placements; increase in total of LLDD learners finding employment.

Specification 2
Accelerating progress towards level 2 for 19 year olds.

Aims to progress to a first level 2 qualification by beneficiaries aged 19 in
academic year 2007/8 (i.e. born between 1/9/88 and 31/8/89), with an 'exit'
strategy to further learning and employability. A level 2 Champion to be
recruited of each of the Tyne & Wear local authority areas, utilising 'dataset'
available to LSC to target and initiate activity. Targeted activity includes
accrediting level 2 qualifications within existing programmes, level 2 attainment
whilst employed (wage subsidy is available), GCSE resits. A partnership
approach with appropriate sub-contracting is expected to include all sectors.
Applicants need proven track record of large scale multi-faceted project
management and have systems in place to access confidential records of beneficiaries.

Specification 3
Lifelong learning and capacity building for the Voluntary and Community Sector (VCS)

Predicated on 'Working Together - A Strategy for the Voluntary and Community
Sector' applicants are invited to support capacity building actions across the
VCS in Tyne & Wear. Building on established systems, an 'action plan' will
develop/enhance capacity building partnership/consortium membership and management.
Capacity building actions will focus on sustainable delivery of learning to, and
upskilling of, VCS employees/volunteers and of sub target (i.e. need defined)
groups. Activity is expected to complement and add value of mainstream learning.
The capacity of the VCS to deliver nationally recognised qualifications will
also be enhanced by this project. In addition to NVQs, the OCNNE Working
Together Framework, and key and basic skills are targeted.

Specification 4
Identifying and meeting emerging skills within the contact sector.
£280,931 available
To build upon and further develop and test the Bespoke Contact Centre Diploma
model throughout Tyne & Wear. This offers an apprenticeship programme framework
for employees aged 25+, and delivers NVQ levels 2 and 3 in call handling.
Applicants will follow recommendations from an independent evaluation report.
The parameters of activities to be included are detailed in the LSC
specification. Applicants should indicate appropriate partnership working.
