NORTHUMBERLAND, CO DURHAM, TEES VALLEY
Job Centre Plus has published a range of invitations to tender to project
specifications. These cover the following delivery themes: Essential Skills
Training; Mentoring Training; Vocational Skills Training; English for Speakers
of Other Languages (ESOL); Occupational Training.
Each specification is restricted to be delivered in particular areas only.
Essential Skills Training is specified for Durham (Option 2), Tees Valley (Op6),
Gateshead (Op11), Sunderland City & South Tyneside (Op13).
Mentoring Training is specified for Newcastle, North Tyneside & Gateshead
(Op 10); Tees Valley (Op 7); Northumberland (Op 4); Sunderland City & South Tyneside (Op 14).
Vocational Skills Training is specified for Newcastle, North Tyneside & Gateshead (Op 9); Northumberland (Op 3).
English for Speakers of Other Languages (ESOL) is specified for Tees Valley (op 8)
Occupational Training is specified Durham (Op 1); Tees Valley (Op 5); Sunderland City & South Tyneside (Op12).
Tender Specification: Essential Skills Training (ESF PF/M 2.1)
To prepare people for work or vocational skills input by providing for personal
and essential skills (especially in numeracy & literacy) development. Beneficiaries
must work to level 1 or be advanced one level, a full Diagnostic assessment must be
carried out to assess progression against National Standards. Soft skills provision
to be included. Delivery to be between 16 and 28 hours 59 mins (sic!) a week per
beneficiary, from premises open 5 days a week for 51 weeks. The maximum provision
per beneficiary to 13 weeks (65 Days)
Eligibility: 19 key disadvantaged groups are targeted (see Appendix below). All
beneficiaries to be at significant LM disadvantage at below level 1.
Resource: Op 1 - £134,000; Op 6 - £180,000; Op 11 - £50,000; Op 13 - £134,770.
Outputs/Outcomes: 18-24 (jobless < 6 ms) - 10%; 18-24 (jobless > 6 ms) - 15%;
25+ (jobless < 12 ms) - 27%; 25+ (jobless >12 ms) - 48%. 70% positive outcomes;
15% in work; 53% further education or training; 25% achieving Essential Skills
qualification; 70% completing their course. 50% women.

Tender Specification: Mentoring Training (ESF PF/M 2.2)
To improve employability and remove LM barriers for disadvantaged groups with
particular emphasis on combating race, disability and age discrimination. Each
beneficiary to be in a comprehensive and supported mentoring relationship
providing individual, job focussed support in dealing with discrimination and
LM barriers. Expected contact: approx an hour per fortnight, not to exceed 28hrs
59 mins in total; 5 day per week access, 51 weeks per year.
Eligibility: 19 key disadvantaged groups are targeted (see Appendix below).
Resource: Op 4 - £319,646; Op 7 - £300,000; Op 10 - £295,616; Op 14 - £246,779.
Outputs/Outcomes: Northumberland; Newcastle, N.Tyneside and Gateshead: 18-24
(jobless < 6 ms) - 5%; 18-24 (jobless > 6 ms) - 24%; 25+ (jobless < 12 ms) -
27%; 25+ (jobless >12 ms) - 43%. 80% positive outcomes; 31% in work; 53% further
education or training.

All sub regions. 65% working towards qualification (14% achieving units).
Competence/experience profiles for all mentors. 50% women.

Tender Specification: Vocational Skills Training (ESF PF/M 1.2)
To provide vocationally/job specific training, updating skills in line with
the needs of local employers. A particular emphasis on long term unemployed
and LM returners. To include work experience and jobsearch. Relevant
certification or qualification on completion.
Eligibility: must include: long term unemployed, older people, young people
without skills or work experience, young people leaving care, rural communities,
benefit recipients, carers, people from declining .
Resource: Op 3 - £520,000; Op 9 - £1,922,800.
Outputs/Outcomes: 18-24 (jobless < 6 ms) - 5%; 18-24 (jobless > 6 ms) - 25%;
25+ (jobless < 12 ms) - 19%; 25+ (jobless >12 ms) - 51%. 81% positive outcomes;
31% in work; 48% further education or training; 93% achieving recognised
vocational qualification; 50% women.
Recruitment: Newcastle/N.Tyneside - 300 short skills training; 400 longer
skills training. Gateshead area - 276 short skills training; 331 longer
skills training. Northumberland - 150 short skills training; 200 longer
skills training.
Tender Specification: English for Speakers of Other Languages (ESOL)
To provide language support for ESOL group and to include soft skills and
additional job search. To target local LM needs and recognised ESOL core
curriculum and qualification. To provide support meeting motivation and
confidence needs and lack of employment history. Maximum provision 26 weeks.
Eligibility: 19 key disadvantaged groups are targeted (Appendix below).
Resource: £200,000
Outputs/Outcomes: 18-24 (jobless < 6 ms) - 5%; 18-24 (jobless > 6 ms) - 25%;
25+ (jobless < 12 ms) - 19%; 25+ (jobless >12 ms) - 51%. 81% positive outcomes;

Tender Specification: Occupational Training (ESF PF/M 1.2)
To liase directly with employers in 4 employment sectors: commercial,
construction, services, transport. Providers and employers to co-design and
deliver short work-focussed training modules to prepare individuals, in the
first instance, to apply for actual vacancies with the employer concerned. A
wide range of possible job relevance is indicated (see JCP full specification)
Eligibility: to be marketed at following sub target groups -long term unemployed,
older people, young people without skills or work experience, young people leaving
care, rural communities, benefit recipients, carers, people from declining industries.

Appendix 1
Beneficiary sub-groups indicated by JCP:
- Young people who have never become established in the world of work
- Adult long-term unemployed who have redundant skills
- Those with caring responsibilities
- Men and women (possibly with motivational problems) who have been who have been economically inactive for a long period, including those who have migrated into inactivity from long term unemployment e.g. those people claiming Sickness, Disability and Incapacity Benefits and Lone Parents
- Older people over the age of 50
- Young people with learning difficulties
- People with severe literacy and numeracy problems, or who lack key skills
- Disabled people
- Members of ethnic minority groups
- Lone parents
- Refugees
- Asylum seekers (limited to pre-vocational activity)
- People living in rural communities
- People with substance abuse, alcohol and drug problems
- People in the last 6 months of or who have completed a custodial sentence
- People for whom English is a second language

- People who need to develop personal effectiveness to counter chronically low self-esteem and lack motivation
