Tyne & Wear LSC Co-Financing Update

Evaluation
Tyne & Wear LSC have recently appointed Scale Consultants to carry out an evaluation of the activities/ projects supported via Co-Financing in the current phase (2001 & 2002). The consultants will be looking at projects on a thematic basis as follows:-
Basic Skills
Projects directly delivering and addressing issues to Basic Skills (literacy, numeracy, ESOL). Projects to develop the capacity of Basic Skills provider through the training and development of basic skills tutors. The purpose of this element is to identify best practice/ good delivery which could be replicated across Tyne & Wear. Identify progress towards LSC basic skills targets.
Equal Opportunities/ Social Inclusion
Projects addressing the widening participation/ equal opportunities agenda under Measure 2.2. These project will need to be assessed by target group i.e. those targeting ex-offenders; ethnic minorities etc. The purpose of this is to identify best practice/ good examples of delivery which could be replicated across Tyne & Wear; to identify progress towards LSC equal opportunities targets;
Workforce Development
Co-financing has supported projects led by providers and managing agents to address skills needs in a range of priority sectors and meet employer needs. Projects have been tendered for and supported which meet current gaps in provision or which have piloted new methods of delivery/ qualifications. LSC now need to know whether these projects have been successful and could now be supported by main programme provision, whether further development work needs to be carried out and tested or whether the projects are no longer viable.

A second area of activity has been focussed on working with SBS and administering training support to companies via the Brokerage model.

The consultants will be contacting approx 50% of the projects supported and requesting either a face to face or telephone interview. The results of the evaluation will help to inform future calls for proposals issued by the LSC.
Timetable for Future Calls for Proposals
It is anticipated that the first call for proposals for Co-Financing from January 2004 onwards will be held in September. This will be a co-ordinated Call involving all 5 CFO's and GO-NE.

In addition the 4 LLSC's are working towards issuing a regional call for proposals in January 2004. This will be closely linked to the work of the Adult Skills Pilot and will focus on regional skills needs in those sectors identified as a priority by the Pilot.
