LSC TYNE AND WEAR CO-FINANCING CONSULTATION
The Learning and Skills Council Tyne and Wear was given approved status as a
Co-Financing Organisation by the regional ESF Objective 3 Committee in
November 2001. The Co-Financing plan, agreed at that point, included ESF and
match funding until December 2003. We are now undertaking a period of
consultation with partners to revise our current Co-Financing Plan and take
account of the next Co-Financing allocation to cover the period from January
2004 to December 2006.
The first phase of the consultation process has been to hold a series of
seminars with partner organisations. These have focussed on a number of key
areas of the Plan and the Co-Financing process and this initial feedback has
provided the starting point to inform the first revision of the Co-Financing
Plan for 2004 - 2006.
We are now undertaking a broad consultation with all partners across Tyne and
Wear to seek written comment on the draft document. All resulting feedback
will be collated and the final plan updated to reflect the key emerging
issues. The final draft will then be submitted to Government Office North
East by Friday 4th April 2003.
To assist us in this process, we would like to seek your views in response
to the following questions:
1. Is the strategic context within which the plan will operate both
comprehensive and clearly defined?
2. How appropriate is the focus of the plan in terms of the proposed:
- Policy Fields?
- Measures?
- Activities?
- Beneficiaries/priority groups?
3. Is the process for administering Co-Financing clear in terms of the:
- Publicising of bidding rounds?
- Appraisal and selection of projects?
- Feedback to applicants and referral to other organisations or sources of funding?
- Contract management, monitoring and payments to providers?
4. Are there any specific improvements we could make to the administration of Co-Financing in Tyne and Wear?

The Jobcentre Plus North East October 2002 ESF Co-Financing Bidding Round has now closed.
Bids received by the due deadline will be opened on 6 December 2002 and will
receive an acknowledgement by letter shortly afterwards.
