CURRENT CO-FINANCING NORTHUMBERLAND: JOBCENTRE PLUS, ROUND 10.
Jobcentre Plus has published invitations for organisations to tender for a single specification
for the Northumberland Sub Region. The Deadline for receipt of applications is 12 noon on Wednesday
20th December 2006.
Prime contracting will operate in Round 10. Subcontracting to a single level with local delivery
partners is permitted.
Title: Vocational Training
Aim: modular provision first identifying job goals and employability skills and aptitudes, overcoming
barriers, together with local and targeted job focussed training and work placements
Project Duration: 26th March 2007 to 31st March 2008
Delivery: via Prime Contractor, or Prime Contractor sub-contracting at less than 100% to one level.
Required: comprehensive induction, individual assessment to inform an action plan to overcome
barriers (packages of support meeting practical needs incl), development of soft skills; job
search (incl. CVs, self-presentational skills); vocational qualifications/certification pertinent
to local employers; work placements. As a minimum, training to be provided meeting the needs of
the following sectors: Customer Service, Retail, Tourism, Hospitality, Business Administration,
Pubic Sector & Finance (Health & Social Care, Childcare, and Call Centre Training are specifically
not eligible).
Access: to a max of under 29 hours for each beneficiary; project to be available Monday through
to Friday (inclu) for 51 weeks a year. Provision on a 'roll on roll off' to a maximum of 13 weeks
per beneficiary.
Number of beneficiaries: 120 minimum
Beneficiary sub-groups indicated by JCP:
- Young people without skills, or low levels of skills, or who have never become established in the world of work
- Adult long-term unemployed who have redundant skills
- Those with caring responsibilities
- Men and women (possibly with motivational problems) who have been who have been economically inactive for a long period, including those who have migrated into inactivity from long term unemployment e.g. those people claiming Sickness, Disability and Incapacity Benefits and Lone Parents
- Older people over the age of 50
- People with severe literacy and numeracy problems, or who lack key skills
- People living in rural communities
- Young people leaving care
Eligibility: 18 plus not able to access JCP mainstream provision; groups prioritised
Referral: to include, but not depend upon (50% external referral), JCP referral; compulsory JCP Pre Entry interview to start on project within 10 days.
Key parameters: 18 -24(<6mths), 5%; 18 -24(>6mths), 25%; 25+(<12mths), 19%; 25+(>12mths), 51%; women, 50%; in work on completion, 45%; people with disabilities, 15%; further education/training, 34%; working towards vocational qualification, 93%*; vocational qualification achieved, 33%; units towards, 14%; positive outcomes 81%. * type and throughput to be clearly indicated at application stage
