ESF OBJECTIVE 3
IntroductionSince most of the funding under Objective 3 is now administered through Co-Financing Organisations (CFOs) - in the North East Region, the four Learning & Skills Councils (LSCs) and Jobcentre Plus - organisations will be aware that funding opportunities vary in respect of tender specifications and the areas they cover. The following summarises the current published position re. LSC County Durham, and our understanding of future indications of 'intent' on the part of the other CFOs.Learning & Skills Council - County DurhamDeadline: 5th October 2004 by 12 noonPolicy field/Measure 2.1 - Access to basic skills provision (pre vocational) Available resources - £407,461 The LSC is seeking to fund up to 4 projects under this measure, and would particularly encourage applications from partnerships and consortia that propose to deliver a range of activities within the measure; it is additionally requested that applications submitted under this should be for a maximum of 2 years commencing 1 September 2004. Target activity - skills for life and key skills provision including access to IT skills for hard to reach target groups; also training trainers to deliver skills for life. Policy field/Measure 2.3 - Combating discrimination in the labour market. Available resources - £58,463 It is proposed to fund two capacity building/research projects. It is possible that a single project could deliver both a research element and a capacity building element therefore achieving both outputs. Target activity - researching into institutional discrimination and follow on action to combat discrimination; also feasibility and other studies related to the implications of institutional discrimination and into new ways of overcoming barriers to employment for those discriminated against. Policy field /measure 3.1 - Promoting wider access and participation in life-long learning Available resources - £2,142,330 The aim is to promote wider access and participation in lifelong learning (especially for those groups least likely to take part in lifelong learning and lacking basic and key skills). Target activities: reinforcing support structures and developing new and innovative interventions relevant to this Measure, which may include actions to improve community access to lifelong learning. Policy field 3.2 - lifelong learning provision responsive to the changing needs of employers Available resources - £974,169 Looking to fund a small number of projects, which actively demonstrate a partnership or consortium approach to deliver broad width provision. The activities must support or complement existing provision, for example E2E EQ8 Target activity - to address weaknesses in workforce skills through the delivery of vocational training and education in a lifelong learning context, aimed at beneficiaries who are employed and do not receive training in the workplace. It is not known at this stage what measures or activities will be targeted.Learning & Skills Council NorthumberlandLSC Northumberland have said they intend to invite bids later in the year or possibly January 2005. Targeting is still to be decided.Learning & Skills Council Tees ValleyPlan to initiate another co-financing round either in the autumn or early in 2005. Targeting is still to be decided.Job Centre PlusA bidding round is currently planned for the autumn for project starts in spring 2005; however, this may change and organisations are advised to consult the JCP website for confirmation.Direct BiddingThe Regional Development Plan for the North East, which determines overall output distribution and targeting for Objective 3, is currently under review. That process should be complete and the RDP updated by end of October this year, allowing for a new direct bidding round to be announced. It is anticipated that the deadline for the new round could be late December. It is possible, however that the deadline will be in late January 2005 with retrospection of one month.
