ESF OBJECTIVE 3

LIMITED APPLICATION ROUND FOR DIRECT BIDDING

Following the last application round under Objective 3, which had a deadline of 31 May 2002, a small amount of funds remain under three Measures for which direct bids to Government Office for the North East are invited.

In view of the limited resources available, and particular requirements of the Measures concerned, potential applicants may wish to discuss proposals with ESFVON prior to undertaking detailed preparation.

The Measures under which applications are invited are as follows:

MEASURE

2.3 COMBATING DISCRIMINATION IN THE LABOUR MARKET
This Measure is aimed primarily at research activities and studies to improve attitudes towards the eligible groups as defined in the RDP. Research projects must be targeted towards at least one of the eligible groups listed in the RDP. ESF RESOURCE AVAILABLE £83,399
3.2 LIFELONG LEARNING PROVISION RESPONSIVE TO THE CHANGING NEEDS OF EMPLOYERS
The beneficiaries of this Measure must be employed. Prioritisations will be given to:

5.2 RESEARCH INTO GENDER DISCRIMINATION
This Measure, under the Policy Field "Improving the participation of women in the labour market", is aimed primarily at research activities and studies. Prioritised activities include:

NOTE: FURTHER DETAILS ON THIS MEASURE ARE INCLUDED IN THE REVISED REGIONAL APPLICATION GUIDANCE.
HOW WOULD WE APPLY?
All applications have to be submitted on an interactive disk which is supplied with the Application Pack. New voluntary sector applicants can obtain a pack from ESFVON.

NOTE: Organisations that have previously applied for Objective 3 funding through Government Office for the North East can use the disks they previously received provided they are dated APRIL 2001 or later.

Please note however, that there are now new versions of the Regional Development Plan and Regional Applications Guidance ,which can be downloaded from the Government Office for the North East website www.go-ne.gov.uk. For organisations experiencing difficulty in downloading, hard copies are available on request from ESFVON.

The application on disk is then submitted, together with two printed paper copies and the required Public Match Funding Certificate, to:

LENGTH OF PROJECT
A project can be of any length, provided it does not commence before 1 August 2002 and ends by 31 December 2003.
DEADLINE FOR APPLICATIONS
Applications must be submitted to Government Office for the North East by:

12 noon, Friday 13 September 2002

NOTE: The change from earlier rounds in that the deadline is 12 noon
SUPPORT FOR APPLICANTS
As is usual, ESFVON offers voluntary sector applicants the opportunity of individual surgeries to assist in the development of proposals. These surgeries are held at ESFVON's offices in St Cuthbert House, West Road, Newcastle, and can be booked by telephone on 0191 274 9886.

OBJECTIVE 3 - ROUND 6

Applications under Round 6 were submitted by 31 May 2002. Of the 142 applications submitted, 57 were from the Voluntary Sector.

All projects have now been scored and appraised, and those applications failing to achieve the minimum quality threshold have been informed by Government Office for the North East.

As a consequence of the limited amount of resources available under some Measures, it was not possible for all applications scoring above 65 to be funded. Projects that have been unsuccessful may wish to contact ESFVON for advice on future funding opportunities.

PROJECT CLOSURE REPORTS
For projects which completed on 30 June 2002, you will be aware of the requirement to submit a Project Closure Report to Government Office for the North East within 60 days of your project ending. ESFVON has previously sent to you a copy of the Guidance and the CD/interactive disk for completion.

When completing your Project Closure Report, you may wish to bear in mind some of the errors which have sometimes occurred on previous occasions:

CALLS FOR PROPOSALS FOR CO-FINANCING IN TYNE & WEAR
The Learning & Skills Council Tyne & Wear would like to invite bids for ESF Objective 3 Co-Financing in the fields of Lifelong Learning and Adaptability and Entrepreneurship, under the following measures:
