David Slater, Director Of Europe & Competitiveness, Government Office For The North East will be one of the guest speakers at ESFVON's Objective 2 Voluntary & Community Regional Forum, on TUESDAY 2ND JULY 2002 at 9.30am. As part of continual efforts to ensure the Objective 2 Programme's administrative systems run as smoothly as possible, David along with others within the region are open to ways of improving systems. With mid-term review at the end of 2003 in mind, David is interested in gaining a greater understanding of the issues facing voluntary and community organisations engaged in the process and hearing their experiences. The views of those organisations who choose not to become involved and their reasons why are also very much of interest.

A programme and booking form have been attached at the end of this Bulletin. To reserve places, please return the booking form to ESFVON by e-mail, fax or post. The venue (the Glebe Centre, Murton), has been chosen for its central location within the region to make it as easy as possible for representatives of voluntary & community organisations from all parts of the region to attend. Don't miss out on your chance to speak up and help to improve the process. Tell other organisations you work with about this opportunity and feel free to copy the booking form.

ESF LOGO - CORRECTION TO PREVIOUS BULLETIN

Due to an administrative error when producing ESFVON's previous Bulletin (April 2002) the wrong ESF logo was printed. Below is the ESF logo that should now be used. The difference between the previous Bulletin and this is the wording should say "European Union" and not "European Community". If you still have stationery that has the old logo on then please do not throw this out as you can still use it. When that particular stock is re-ordered then please remember to use the correct logo. The new logo can be downloaded from the Government Office website (www.go-ne.gov.uk) or disk copies can be sent out by ESFVON if you are unable to download.

RETROSPECTION OF OBJECTIVE 2 EUROPEAN SOCIAL FUND (ESF) PROJECTS

There has been a change in the retrospection date for European Social Fund projects. Previously retrospection (i.e. when you can eligibly start spending your ESF resources) was back to the start of the financial quarter when you submitted your project (e.g. if submitted in May 2002, you could have started the project spending on the 1st April 2002).

Now the position is that retrospection for ESF projects is back to the start of the month in which Government Office for the North East (GO-NE) receive the application (not the package co-ordinator). So if you submit the application on 31st May 2002, you could eligibly start spending back to the 1st May 2002.

Please note that for ESF projects chosen in the first round of package selection the eligible retrospection date could be earlier.

EUROPEAN SOCIAL FUND (ESF) PUBLICITY POSTERS

For those organisations currently running or in the process of running an Objective 2 European Social Fund project you will need to publicise the contribution of the ESF. ESFVON now has a supply of posters acknowledging the support of ESF that have been provided by Government Office for the North East. We have two sizes, 42cmx30cm and 60cmx42cm. If you will be receiving support from ESF, ESFVON strongly advises that you get one of these free posters. Please contact ESFVON for a poster.

This event will discuss the administration arrangements (project approval process) in view of offering improvements to the system for both the short and longer terms.

Don't miss this excellent opportunity to inform the future direction of the Objective 2 Programme. Hopefully, to reduce the bureaucracy and delays to speed up decision making throughout the Programme.
