An invitation to tender to deliver activity in line with the following project specifications has just been published (June 5th) by the Learning and Skills Council (Regional). The deadline for submission of applications is 12.00 pm Tuesday 3rd July 2007.

 

 

Tender Specification Ref. 5.1a (Policy field 5.1)

 

Delivery: Training for Women in Custody (Low Newton)

 

Project Specified: to promote wider access and participation in Life Long Learning for women offenders. Connects to LSC remit for funding and delivery of Offenders Learning and Skills Service (OLASS). It is specifically targeted at extending take up of OLASS at Low Newton prison (currently between 50 -75%), and adding value to the existing delivery. The aim will be to reduce re-offending through the development of skills and employability. Actions will be expected to link to the North East Resettlement Strategy and be additional to OLASS currently available. As only one application will be supported it is obvious that the favoured bidding source will have a proven track record of delivering relevant services to the group in question and in working alongside the key statutory agencies (HM Prison Service, and National Probation Service) and other key providers. However, if you think your organisation has the potential to contribute to objectives of this specification then contact ESFVON and we will see if is possible to steer you to a sub-contracting opportunity.

Resource: £187,500 (£1250 per beneficiary)

 

Number of qualifications at levels 1 or 2: 120

Delivery: Training for Women (aged 16 or over) in the Community (offenders, ex-offenders, those at risk of offending)

 

Project Specified: to promote wider access and participation in Life Long Learning for female offenders, ex-offenders in the community (incl. subject to pre and post custodial license; offenders sentenced to unpaid work in the community under supervision of the Probation Service; those under purview of YO Services). Provision must add value to all existing provision. Connects to LSC remit for funding and delivery of Offender’s Learning and Skills Service (OLASS) and is in line with Government’s Next Steps Strategy to reduce re-offending through skills and employment.  Proposals should indicate new and innovative approaches and specify: enhanced IAG, delivery of recognised qualifications, intensive support including mentoring, employability skills training. Submissions will be accepted to deliver sub-regionally (70%+ beneficiaries residing such). Each proposal will be to a minimum of £150,000 and should indicate where partnership development will be needed to be funded (to a maximum of 3 months)

 

If you think your organisation has the potential to contribute to these objectives then contact ESFVON and we will endeavour to indicate sub-contracting opportunities. It is obvious that to bid directly you will need to be either a developed consortium or high capacity specialist provider.
